Analyzing the balanced development of cultural tourism; A case study of Razavi Khorasan province

Razavi Khorasan province is a province with a long history and many tourist attractions. The shrine of Imam Reza (peace be upon him) and the city of Mashhad, as the most central and main capacity of the province, can help to activate tourism promotion programs in other cities and provide them with the benefit of a balanced development of tourism, taking into account the cultural attractions of each city, and all the provinces from The field of tourism will enjoy and benefit.The problem of this research is to analyze the balanced development of cultural tourism in Razavi Khorasan Province. The method of collecting information is document study and interview. The analysis of the research was done using thematic analysis method and using MAXQDA software. Based on the findings of this research, according to the content analysis of the collected information, 3 overarching themes can be considered, and below that, 26 organized themes out of a total of 197 descriptive codes. According to the results of the research, there are three layers and the main stage to solve the research problem. The bottom and primary layer is the layer of goals and foundations, where the approaches to tourism in Razavi Khorasan province and the balanced development of tourism capacities are expressed in it.At this stage, the basic and theoretical challenges must reach coherence and adopt a single approach. The middle layer examines the current situation, the important capacities of tourism, the neglects of tourism management and the various challenges that tourism in Razavi Khorasan province is involved with.
